The Irvine Police Department’s Violent Intruder Response Training Program focuses on three areas of a violent intruder incident. First, they focus on the importance of disrupting the pathway of violence as a means of preventing violent incidents. Second, they highlight some of the best practices on how to survive a violent incident by using the Department of Homeland Security’s Run, Hide, Fight model. Third, they identify ways employees can stay safe after the violent incident ends and police respond. These concepts are taught by exploring a case study of an actual mass shooting incident followed by Q&A.
Presenter:
Officer Rick Gramer is Irvine Police Department’s Threat Mitigation Officer. His responsibilities include providing physical security vulnerability assessments and offering violent intruder response strategies to members of local schools, businesses, houses of worship, and special districts. Officer Gramer has over 15 years of law enforcement experience. His assignments have included Patrol Officer, School Resource Officer, Crisis Negotiator for the Irvine Police SWAT Team, and is currently one of IPD’s Terrorist Liaison Officers. He holds a Master’s Degree in Public Administration from Cal State Fullerton and is certified by the Department of Homeland Security as a Physical Security Specialist. He holds a Crime Prevention Through Environmental Design (CPTED) Professional Designation by the National Institute of Crime Prevention (NICP) and is certified as an ALICE Active Shooter Response Trainer.
